Cash Loans for Overseas Students

This facility will provide cash loans to international students living and studying in Kagoshima Prefecture when they are temporarily in need of a large amount of money to cover living expenses, housing, medical care, school fees, and other cases so that they will be able to maintain a stable lifestyle to concentrate on their studies.
Eligible Applicants
Overseas students whose status of residence conforms to Article 2-2, Paragraph 2 of the Immigration Control and Refugee Recognition Act, and qualify as a student, graduate student or research student enrolled at a university, a junior college, or a vocational school in Kagoshima Prefecture, or in a Japanese language education institution designated by public notice of the Ministry of Justice, or in a certified Japanese language education institution designated by the Ministry of Education, Culture, Sports, Science and Technology.
Expenses Qualifying Application for a Loan
- Living Expenses; Due to delays in the transfer of money from the student's home country, etc.
- Housing Expenses; Necessary deposit(s) and key money for renting accommodation, etc.
- Medical Expenses; Expenses incurred for medical treatment
- School Expenses; Tuition, and/or enrollment fee, costs related to expensive study materials
- Travel Expenses; For brief return visit to your home country for emergencies, health or personal reasons.
- Others; Necessary expenses at the time of a national disaster/crisis, etc.
Limitation of Loan
- Living Expenses:up to ¥50,000
- Housing Expenses:up to ¥100,000
- Medical Expenses:up to ¥100,000
- School Expenses:up to ¥100,000
- Travel Expenses:up to ¥100,000
- Others:decided by the Director General
* Applying for multiple loans is possible, but the maximum of the total loan will be ¥100,000.
Interest
The loans provided are interest free.
Approval for Cash Loans
The decision is made after confirming the applicant's ability of repayment.
How to Apply
A student who wishes to obtain the loan can collect an application form at the overseas student section of his/her university, college or junior college. Fill in the Loan Application form and submit it directly to the Kagoshima International Association with the following documents.
- Prescribed loan application form
- Certificate for overseas students' loan
- Photocopy of your student identification card
- Photocopy of your Residence Card (both front and back)
* If your Individual Number (My Number) is on the card, please submit with the number concealed. - Documents to prove expenses (listed below)
- Living Expenses:Documents to confirm student's need/request
- Housing Expenses:A copy of your contract from the real estate agency
- Medical Expenses:Receipt of medical fee or related documents
- School Expenses:Documents to confirm student's need
- Travel Expenses:Documents to confirm student's need
* Applicants requesting loans between ¥10,000 and ¥100,000 must include a ¥200 revenue stamp.
Repayment
Living Expenses;
Begins 2 months after receiving the loan and must be completed within 5 months, in monthly installments.
Housing Expenses;
Begins 2 months after receiving the loan and must be completed within 10 months, in monthly installments.
Medical Expenses;
Begins 2 months after receiving the loan and must be completed within 10 months, in monthly installments. However, students must repay the loan in its entirety upon receiving a medical subsidy from the Association of International Education, Japan.
Travel Expenses;
Begins 2 months after receiving the loan and must be completed within 10 months, in monthly installments.
Others;
Decided by the Director General in accordance with the terms listed above.
Guarantor
An overseas student who applies for this loan procedure must be guaranteed by one fully qualified adult.
The guarantor must be a person who:
- resides within Kagoshima Prefecture,
- maintains an independent livelihood, and
- is at least 20 years old with sufficient financial ability to act as a guarantor.
However, if it is recognized that securing a joint guarantor residing within the prefecture is difficult, a person residing in another prefecture within Japan may serve as a substitute, provided that reliable contact can be ensured.
In addition, when submitting an application, an opinion or recommendation from your academic advisor or supervising instructor is required.
